False Alarm - 0.9 - Claiming territory is still a priority in tasks

When you want to rearrange the task procedure of imps, there is still one for claiming territory.
Should't this just be a part of building, since you now build roads to "claim new territory"

Well, sort of true. I will not make this a bug because I will clean up the priority menu later on and that one with it. The building of roads is still linked to the "claim new territory".

There are probably other tasks that needs sorting up as well, and I want to take them all at once when it is time.
